THE
CONCEPT OF HUMAN RESOURCE DEVELOPMENT
Human resource development is concerned with the
development and implementation of people strategies, which are integrated with
corporate strategies, and ensures that the culture, values and structure of the
organization, and the quality, motivation and commitment of its members
contribute fully to the achievement of its goals.
The concept of Human Resource
Development (HRD) has been gaining prominence and focus in management during
the last two decades. Human resource being the most significant and active
factor of production is considered to be the center of all development
processes of the economy.
Human Resource Development has three words
with different focus:
1.
Human: It refers to the talents, skills and energies people, having
potential to grow, change and develop.
2.
Resource: It is the ‘capability’ aspects where individual are
considered ‘resource’ rather than problems. Resource has the capacity to
transform, to change and develop.
3.
Development: This aspect has an emphasis on the discovery and
nurturing of potential capacities. It is a process of change and growth.

According to Rogers, “Human Resource Development is a holistic concept,
incorporating intrinsically social, culture, and spiritual dimension to build
capacity and empower people.”

According to John E. Jones, “Human Resource Development is an approach to the
systematic expansion of people’s work-related abilities, focused on the
attainment of both organisation and personal goals.”
3. In
the words of Swanson and Holton, “HRD is a process for developing and
unleashing human expertise through organisation development and personnel
training and development for the purpose of improving performance.”
4. In
the words of Lynham and Cunningham define HRD as “Process of organised
capability and competency based learning experience undertaken by employee
within a specified period of time to bring about individual and organisational
performance improvement, and to enhance national economic, cultural, and social
growth.”
5. In
the words of Leonard Nadler, “Human Resource Development is a series of
organised activities, conducted within a specified time and designed to produce
behavioral change.”
6. According
to Watkins, “human resource development is fostering long-term work related
learning capacity at individual, group and organizational level”
